SAFe® Participatory Budgeting

SAFe® Participatory Budgeting enables Lean Portfolio Management fiduciaries to collaborate with Business Owners and other relevant stakeholders to right-size the investments in value streams and helps manage the approval process of epics in the portfolio Kanban. This template provides an example of a sample portfolio organized into three value streams that is exploring a specific set of Epics. You can use it as-is as an example or you can edit it to align to your specific needs. It was inspired by this SAFe article: https://scaledagileframework.com/identify-value-streams-and-arts/. Instructions: 1. Assemble the relevant content: Epics, Value Streams, and Portfolio Budget. This will be loaded into Collaborate and used in the forum. 2. Assemble any additional content that can help your participants make the best choices (such as Strategic Themes and Portfolio Vision) and provide this to participants as a reference during the forum. 3. Identify the LPM fiduciaries and invite them as participants to a forum. Since the participants can’t fund all of the items, they must work together to identify the best investments. Even more importantly, participants from different value streams must collaboratively pool their budgets to support initiatives that no single value stream can fund by itself. The discussions from this collaboration allow participants to make better choices about epics to optimize value delivery across the portfolio. 4. Use the results to adjust funding across the portfolio to better align to business needs.
